“Medi-Cal Update”

This year’s Medi-Cal update will lay out the jumble of new rules the
Department of Health Care has come up with as it struggles to fit a very
old and bad wine [the trust regulations created after OBRA 1993] into
the new bottles of asset free Medi Cal eligibility. For patients in long
term care, the route to eligibility will be easier. For patients needing
assistance in memory care units or residential care, the route will be as
impossible as always. And for patients at home, many promising waiver
programs laid over a confusing and not-ready-for-prime-time web of
income rules. On the bright side: transfers are freely available; and we
still can bask in the client friendly recovery climate of the 2016 reforms.
